Engie Regeneration and Osborne are among firms to have won spots on a £1bn sustainable-housing framework. – Source Construction News

The new homes will be built as per Passivhaus standards and take a fabric-first approach, which involves maximising the performance of the materials used before mechanical or electrical heating and ventilation is used.

Client Oxford City Council (OCC) has divided the framework into two value-based lots. The first lot includes projects under £8m, while lot two covers projects worth £8m and above.

Engie and Osborne were joined by Barratt and Hill on the larger lot. The four firms appointed to the lower-value lot were Feltham Construction, Impact Modular, Hill and Buildeco.

The council expects to deliver around £490m of new housing itself via the framework, which will be managed by its wholly owned company Oxford City Housing. The framework will also be open to other local authorities, which could see the total value of work awarded rise to £1bn.

The council has earmarked 18 sites in the region for development, which could lead to more than 2,500 homes being built.Last week, the Southern Construction Framework named Morgan Sindall and Wates among the winners of a £5.16bn residential framework for the south of England.
